Please answer the following questions:
A school district determines that less than 70 percent of first-grade students have completed all recommended immunizations. A task force suggests two ways to reach the goal of 95 percent immunization: (1) hire 20 visiting nurses to do outreach in the community or (2) pass a law mandating that children will not be allowed to attend school unless they bring documentation showing evidence of complete immunization. How is the distribution of costs and benefits different under the two plans? Which plan is more cost-effective? (Hint: from school district’s point of view)
