Pearl Harbor

Pearl Harbor.

On December 7, 1941, Japan attacked Pearl Harbor and the Pacific War broke out. Many people believe that it was the worst decision that Japan made in modern history. The Pearl Harbor attack was caused by the trade conflict between Japan and the United States. At the same time, however, Japan’s long-term interest in Manchuria, the Sino-Japanese War, and American racism against the Japanese, all contributed to the outbreak of the Pacific War. You are an American officer who works for the Intelligence Service in 1941.You decipher Japanese cables and secret codes in November and December. You are well aware that Japan faces serious trouble getting oil, rubber, tin, and other natural resources. Since the United States refuses trade with Japan, Japan is interested in resource-rich Southeast Asia, including Dutch Indonesia, French Indochina, and British Malaya. You do not want Japan to move to Southeast Asia, because such move might jeopardize British and American interest in the area. You do not want to fight against Japan either, because the United States is already fighting against Nazi Germany. You are willing to reopen trade with Japan and make some compromises. After all, the United States has oil and Japan does not. The US can always threaten Japan to resume embargo. But you are also cautious about Japan’s aggression in China. Based on your belief, write a proposal to reopen trade with Japan. In your proposal, please refer to the following materials. https://www.colorado.edu/ptea-curriculum/sites/default/files/attached-files/negotiating_relationships_handout_1_mar.pdf The United States and Japan, 1905-30 https://www.colorado.edu/ptea-curriculum/sites/default/files/attached-files/negotiating_relationships_handout_3_mar.pdf The United States and Japan, 1905-30 (primary sources)
